Some module/extensions couldn't use the static test so far because all files
needed to be put on the blacklist. To ensure the test it set up for all
modules, this fixes at least one file for each of the modules.

- Ensure that no memory is used by audio processors that are always inactive, by
only allocating in flush() if active. If data was already allocated but a
processor becomes inactive we assume that the allocation may be needed in
future so do not remove it (e.g., in the case of ResamplingAudioProcessor).
- Make SilenceSkippingAudioProcessor set up its buffers in flush(), and clarify
that it is always necessary to call flush() if configure() returns true.
- Make reset() reset all state for all processors.
- Use @Nullable state or empty arrays for inactive audio processor buffers.
- Miscellaneous style/consistency cleanup.

With this change, it becomes possible to depend on ExoPlayer
locally in settings.gradle by doing:
gradle.ext.exoplayerRoot = 'path/to/exoplayer/root'
apply from: new File(gradle.ext.exoplayerRoot, 'core_settings.gradle')
You can optionally add a prefix onto ExoPlayer's module names
by adding:

It's currently difficult to use ExoPlayer modules in other gradle
projects because they rely on constants and dependencies defined
in our own top level gradle file. This change moves the constants
into a separate file referenced directly from each module. It also
removes the need for the top level gradle file to declare a
dependency on com.novoda:bintray-release. This is now only needed
if "exoplayerPublishEnabled = true" is specified.

Unsure why, since it appears to be setup exactly like

- @link across modules will not work when generating

change will add an aggregated Javadoc generator that
will generate Javadoc for all modules together and
apply cross module @link correctly.
