This flag was introduced to fix links in javadoc search when generating
it with Java 11: <unknown commit>
The flag is no longer supported with Java 17 (which is required for
Gradle 8.0+), and seems to no longer be needed: I generated the javadoc
with it removed and the search links work OK.

Reference docs are now generated by the standard Jetpack machinery, so there's no need for us to generate these docs ourselves.

Guava is heavily optimized for Android and the impact on binary size
is minimal (and outweighed by the organic growth of the ExoPlayer
library).
This change also replaces Util.toArray() with Guava's Ints.toArray()
in order to introduce a Guava usage into a range of modules.

- Combined Javadoc now includes extensions. VP9 is excluded
for now since it's failing for an unknown reason.
