Test effect-enabled playback
This new test is for `ExoPlayer.setVideoEffects()`. It plays the one-second-long video, applies an overlay that prints the video frame timestamp onto the frame, captures the output frame and compares the captured output frame with golden. PiperOrigin-RevId: 610781590
