Support CEA 608/708 captions in MPEG2 TS stream

[Problem] Sarnoff spec complaince tests streams are MPEG2 TS.
Currently, parsing CC data from MPEG2 TS is not supported

[Solution] Parsed CC data from MPEG2 stream because all Sarnoff streams are MPEG2
