Googler 3b38a7a43b Add CookieHandler support to HttpEngineDataSource. 
The original behaviour of the `handleSetCookieRequests` is preserved.
A bug is addressed, where it woulld set `Set-Cookie` header in the client request (as opposed to the expected `Cookies`).

DataSource module

Provides a DataSource abstraction and a number of concrete implementations for reading data from different sources. Application code will not normally need to depend on this module directly.
