Googler 0d4a785b61 Add support for parsing LHEVCConfigurationBox. 
Parse LHEVCDecoderConfigurationRecord with the ‘lhvC’ type and set the corresponding sample mime type to video/mv-hevc.  With no MV-HEVC decoder available, fallback to single-layer HEVC decoding.

Extractor module

Provides media container extractors and related utilities. Application code will not normally need to depend on this module directly.
