ivanbuper 337e59e733 Move util methods in SpeedChangingAudioProcessorto Util

This CL is prework for implementing
`RandomParameterizedSpeedChangingAudioProcessorTest`, which will build
on logic present in `RandomParameterizedSonicTest`.

This is a non-functional change.
