Also promote all H.265 constants to be public in `NalUnitUtil` with `H265_` prefixes, for consistency. A lot of these names are used in h.265 too (and `NalUnitUtil` handles both), but with different values, so this rename aims to avoid accidentally using an h.264 value in an h.265 context.
