Do not flush c2.mtk decoders when outputting to a videoSink

Browse Source 
Flushing a c2.mtk decoder that outputs to a SurfaceTexture often
fails and leaves the SurfaceTexture's BufferQueue in an unrecoverable
state. Release the codec instead.
