Fix 2 CEA decoder bugs
1- Avoid dropped buffers by using a PriorityQueue instead of a set. 2- Process the end of stream after non-EOS buffers. Issue:#3250 ------------- Created by MOE: https://github.com/google/moe MOE_MIGRATED_REVID=169077365
