Effect: Create GlEffectsFrameProcessorTestRunner.
Makes GlEffectsFrameProcessorPixelTest slightly more modular in preparation for copying this into transformer/mh. Refactoring change. No functional change intended. PiperOrigin-RevId: 501902223
